AGENCY OVERVIEW: On December 20, 2006, President George W. Bush signed into law the

Postal Accountability and Enhancement Act thereby transforming the Postal Rate Commission

into the Postal Regulatory Commission. The Postal Regulatory Commission is a small,

independent agency that is part of the executive branch of the Federal government. We currently

have a very exciting employment opportunity in our executive service for a highly motivated,

highly skilled business leader.

AREA OF CONSIDERATION: All qualified applicants, whether or not in the Federal government,

SUMMARY OF DUTIES: This position is responsible for planning, organizing, directing and

coordinating the internal and external public affairs program for the commission; developing

policies and procedures on internal and external relations; and developing legislative strategies

for the agency. The incumbent serves as the Commission's liaison between the commission and

the Postal Service, mailing community, business and private individuals, and state and federal

officials including Members of Congress. The incumbent also assists in the preparation of

speeches, studies, press releases and reports for the Commission; oversees the day-to-day

external communications operations including fielding and answering media inquiries; works

closely with the Chairman, Commissioners and senior staff to provide counsel and

recommendations regarding the agency's communications goals and strategies; and assists in

preparing the Commission's senior staff for interactions with the media and/or congress

including providing them with talking points and possible questions and answers.

EVALUATION CRITERIA (KSAS): Applicants must be U.S. citizens. All applicants will be

evaluated on the basis of their experience, training, education, awards, and supervisory

assessments. Candidates must have experience that demonstrates possession of the Knowledge,

Skills, and Abilities (KSAs) required to successfully perform in this senior level executive

position including all of the following:

1. Working knowledge of the U.S. postal laws, the Postal Accountability and Enhancement

Act, and other statutes affecting the United States Postal Service (USPS) and the Postal

Regulatory Commission

2. In-depth familiarity with the USPS and the mailing community to develop successful

working relationships with representatives from the Postal Service, mailers, unions and

other stakeholders, including the Inspector General and the Government Accountability

Office.

3. Extensive understanding of Congressional operations, including the operation of

congressional oversight and appropriations committees, as well as House and Senate

authorizers and appropriators. Familiarity with congressional hearings and the legislative

process.

4. Substantive experience in dealing with the press and media including an ability to

respond to press inquiries, manage press conferences and public forums for the

Commission, and draft press releases. Knowledge of the specialized postal, business, and

finance trade press. Strong public speaking and interpersonal skills.

5. Experience in running a communications office or relevant office, including substantive

management experience, e.g., overseeing staff, making hiring recommendations,

interviewing, and serving on a senior leadership team.
