About the paper: While only 23 years into a new millennium, the Postal Service has already experienced tremendous challenges to its financial viability, mail volume, and postal operations. Electronic diversion and other national trends contributed to a shift in the postal mail mix, while postal legislation dramatically impacted the agency’s finances. In this paper, the U.S. Postal Service Office of Inspector General (OIG) provides a high-level overview of some of the major postal trends over the past few decades and contextualizes those trends against the broader postal environment within which they existed.

About OIG Speaker Priscilla Lee: Priscilla Lee is a research analyst with the USPS Office of Inspector General. She has been with the OIG since 2020 and has led multiple research projects, including a study on customer perceptions of the Postal Service during the COVID-19 pandemic and employee perceptions of USPS as an employer. Prior to coming to the OIG,Priscilla was an adjunct professor in George Mason University’s Department of Sociology; she also worked on policy and education research at a variety of non-profits and research institutions.
